the teacher probably had his or her own rule about what you can and cannot wear during the class because they know it will draw attention away from the lesson by causing the other kids to act up

According to the video it was "casual dress day" and the school released a statement that what the girl was wearing broke no rules. The teacher was just way out of bounds and acted like an a$$hole. A suspension is in order just for being an idiot.
