Im surprised American pharma didn't do the same thing. Back when the tide was turning on smoking in the 90s the domestic cigarette companies shifted their market to the third world and did heavy sales in Africa as well as south East Asia and Latin America.


The sackler family could have very easily shifted their bussiness model to Africa and sold their percocets there.
