Ice T explained this in his book.. The bloods storyline was replaced with the made up mixed ethnic/Mexican gang because the studios feared that bloods vs crip storyline would instigate gang violence.
That's why the first half of the movie kind of builds up the whole blood vs crip angle and then the bloods storyline kdisappears in the second half of the movie with the Crips and Looney Tunez gang fued build up.
