In kayfabe terms, was the Austin/Tyson partnership a plan from the start?

Obv Tyson double crossed Shawn and helped Austin win the belt.

In kayfabe terms was it all suppose to basically mean that Austin/Tyson set this up from day one, even 'faking' the infamous Raw confrontation they had or was it just Tyson double crossing DX on his own and Austin being like
" ok"
