I didn’t notice it until I rewatched it about a year or 2 ago, but does it seem like Avon is considering having Dee killed at the 51:15 mark?
It seemed like he was talking himself into the idea of doing it. Avon is even asking Stringer for reassurance that he’s been fair to Dee, which is pretty out-of-character for Avon to ask for reassurance. Stringer may have just ran with it and ordered it, figuring that Avon would eventually accept it if he found out.
