• All bosses are in the tournement
• Hand to Hand combat and basic projectiles only if the charactor has them
• Shin/Ultra/God/Evil versions are in tournament
• Standard fighting format (2 outta 3 rounds)
• no tag
• Assume that each charactor has their best set of skills, and that is their only entry in Tournament (as in, RYU has all his techniques from SF1->SF3, Jin, from Tekken 3->6, etc)

Shao Khan is a very high value pick...i'd put him as a two seed at lowest...i'd have one seeds being Ryu, Gouki, Jin Kazama, Geese Howard, Scorpion, Kazuya, Rugal, Gill...and maybe Shao Khan over Kazuya
