They didn't take him there to blend in. They took him there because Herod didn't have any influence there. Herrod was a "king" of Judea the same way that a Russian satellite state ruler is King, he still answers to Putin and Herrod still answered to Rome).

If Jesus was born in 4BC then that means there would have to have been a census according to Luke. But no records show that a census took place in 4BC
