If I have a 4K 60 fps monitor, but my GPU can't do 4K at 60fps, what's the next best resolution?

I tried GTA V at 1440p ultra settings, but it looks horrible on this 4k screen. Looks like the PS3 version. I read online that since 1440p isn't a clean multiple of 1080p, the pixels divide unevenly coming down from 4K to 1440p. Strangely, The Witcher 3 looks crisp as fukk at 1440p on the same monitor. If I want to maintain 60 frames per second in GTA V, but also maintain a decent picture quality, what resolution should I select?

Also, does the Direct X version matter?
