He wasn't their uncle. He was Danny's best friend or maybe life partner. Thinking about it, Full House was really a show about a gay couple (Danny and Joey) raising a family. Uncle Jasse was added to throw off Gay America to the shows true underlying theme of a non traditional households.

Think about it, if your wife dies, do you call your single friend to help younraise the kids or do you call their grandmother or maybe an aunt?
