the obama policy was housing them together while they awaited their legal fate. the courts ruled that children couldn't be held in custody longer than 20 days so that basically forced the obama admin's hand that they would release (and track) those that had kids until they were eventually deported. where as trump says "oh you say i can't house the parents and kids for longer than 20 days? we'll just separate them because i'm not releasing the adults like the previous admin."
