I don't see how, unless he becomes a Smackdown guy and fights for that title.
The title match for RAW will have two of Rock/Cena/Punk involved most likely, Brock Lesnar could be a darkhorse to be involved in title scene but seems like he'll either be wrestling HHH or Taker at this point. There's also a chance Rock/Cena/Punk is a triple threat title match, but I doubt they'd go that route.
As far as Smackdown side, if someone like Dolph or Big Show has the title, I could see it. But I doubt we'd get a Sheamus-Ryback match.

Why would ryback win? Sheamus is the future of Smackdown 
I'd rather Ryback just come out and squash whoever champ and stomp around the ring afterward
