The U.S. Department of Housing and Urban Development (HUD) rejected Hurricane Helene repair efforts in Asheville, N.C., because the city’s proposed recovery plan features a diversity, equity and inclusion (DEI) program that conflicts with President Trump’s January executive order.


“HUD looks forward to helping thousands of North Carolinians rebuild after Hurricane Helene by directing funding assistance to impacted businesses, non-profit organizations and neighborhoods,” HUD Secretary Scott Turner said in a statement on Monday.


“However, Asheville’s draft action plan incorporated DEI criteria to prioritize some impacted residents over others, which was unacceptable,” he added. “After HUD informed Asheville that its plan was unsatisfactory and it would not be approved, the city assured us that it was updating its draft action plan to be compliant.”


Asheville rolled out a draft 2025 Community Development Block Grant Disaster Recovery action plan last Tuesday, with the HUD allocating $225 million. The 125-page plan said the funds would be spent on economic recovery, infrastructure and housing. The biggest portion of it, $130 million, would be spent on infrastructure.



The HUD slammed one portion of the plan, on page 76, where it said, “Within the Small Business Support Program, the City will prioritize assistance for Minority and Women Owned Businesses (MWBE) within the scoring criteria outlined within the policies and procedures.”


“DEI is dead at HUD. Looking into this,” Turner wrote Wednesday last week on the social platform , less than a week before officially rejecting Asheville’s recovery efforts.




On his first day in office, Jan. 20, Trump penned an executive order seeking to eliminate DEI practices in the federal government. The order directed the Office of Personnel Management and the Office of Management and Budget to work with agencies to end “all discriminatory programs.”


North Carolina was devastated by Hurricane Helene. The storm left an estimated $59.6 billion in damages, according to the state’s Office of State Budget and Management report, which was published in December last year.


Western North Carolina, and particularly the area in and around Asheville, suffered some of the worst damage in the state with mudslides and flooding, leaving dozens of people dead and wrecking roads and buildings.


“Once again, let me be clear DEI is dead at HUD. We will not provide funding to any program or grantee that does not comply with President Trump’s executive orders,” Turner said.

Let there be a giant weather occurrence and watch this administration go out of it's way to let Black people and others sit on the sidelines with no help. ASHEVILLE, N.C. (WLOS) — Asheville Mayor Esther Manheimer said the city has revised the Community Development Block Grant Disaster Recovery draft action plan they plan to submit to the United States Department of Housing and Urban Development (HUD) after Secretary Scott Turner declared the plan "not acceptable" due to "DEI criteria."



"We have modified the action plan to reflect his concerns, and we've been told the changes that we've made were acceptable," Manheimer said.

Before touring Helene storm damage in Fletcher on Tuesday, Secretary Turner made comments on Asheville's draft action plan on Fox Business.
"This draft action plan that the city of Asheville presented at first has elements of DEI in their draft action plan. And that is not acceptable to HUD. It's not acceptable to the President according to his executive order to get rid of all DEI," Turner said.
The 125-page draft action plan concerns more than $225 million in Helene relief. Sec. Turner's comments concern the following sentence on page 76 regarding small business support:
"Within the Small Business Support Program, the City will prioritize assistance for Minority and Women Owned Businesses (MWBE) within the scoring criteria outlined within the policies and procedures."
"(Asheville), like many cities, has a program around contracting with minority- and women-owned businesses," Manheimer said Tuesday evening. "Apparently, the reference to that existing program is not something that they want to see in the action plan."
Seven percent of the proposed HUD funding, totaling $15 million, was earmarked for small business support.
Both Rep. Chuck Edwards and Mayor Manheimer said the city is not at risk of losing the funding.
"We're being reassured," Manheimer said. "They're very eager and continue to be eager, this administration, to help support the recovery of WNC, including Asheville, and we're very appreciative of that."
Residents have until April 3 to weigh in on the proposal.

City that is 80% black will now has exclusive contracts with black owned businesses. Just don't explain anything about the hiring process other than "they were the best for the job out of all applicants. This is how white people only hire white. Time to be ultra racist in the hiring process.

Fire all HR people not pro black in the local administration. Stay on code. Never do emails, never explain in public. Just keep nodding and winking.
