Wait until some title reign milestone...Have Roman announce a tribal celebration with Afa, Sika, Rikishi, the Usos, lil uso in NXT, fukkin Jacob Fatu if he can...and have them all celebrate him as the tribal chief....similar to when Afa and sika gave him the red lei.
Then as he appoints himself the Forever high chief of the family, the rocks music hits.
The rock is way more serious than he has been...very little poontang pie, fruity pebbles shyt...this is family business.

WEEK 1 of Rock actually appearing on the show, after Roman PPV title defense:
-Roman talks about how there's literally no one left to face him at WM, he's the pillar of being the guy to be relied upon around here
-Rock come out, spit some shyt about he was that guy before Roman even put on wrestling boots. He's still the guy to be relied upon, but in more avenues than just the E. Talks about how since he became the Chief he been trying blow smoke about Rock on sneak disses.
-Roman talk about how he will be that guy when he chooses, and he wants everyone to know, even his great cousin Rocky. Says Rock knows Roman is the superior relative in the "bloodline", and he wants the whole world to acknowledge it, so he wants to humble Rock at the biggest show. (points to WM sign)
-Rock does eyebrow like he contemplating for a moment, than turns up a gear and says he's on, then says if he tries to get the Usos involved he will whoop both their monkey asses worse than Roman ever did to them. Intense standoff between Rock on the ramp and Roman in the ring with Usos, as Roman looks like he second guessing his move. Segment end
That's all I care to think about at the moment, could do a full build if I wanted spend time on it.

Have Rock make an appearance on RAW or SmackDown sometime in the fall and announce that at WrestleMania 39, he's getting an automatic title shot. No Rumble, no #1 contender's match, just the title shot straight up. Deal with it. 
Whoever wins the Rumble "decides" to face Roman at the next PPV for the title. They lose, Roman gets hit with the Rock Bottom after the match. There, you have your main event for Night Two.
The entire buildup is Roman talking about how Rock refuses to acknowledge him as the Tribal Chief, the Head of the Table. He tells Rock, "Acknowledge me." Rock's like "You want me to acknowledge you? Is that what you think The Rock's gonna do, acknowledge you?" Roman's like "Well, I think...." before Rock says "It doesn't MATTER if you want to be acknowledged!" Roman vows to smash Rock at WrestleMania and Rock plays on that during the feud, accusing Roman of being gay and having lady parts. Rock gets in trouble for his promo on national news because those jokes got old ten years ago. Rock issues a public Instagram statement as Dwayne Johnson, saying that his promo doesn't represent the man he wants to be.
At WrestleMania, Rock gets gassed after three minutes due to being
in terms of ring shape. The match goes slower than expected and at one point, Rock fukks up his shoulder when preparing for the People's Elbow. He collapses on the canvas in pain, and Cole says it might be stage fright. Roman decides to go to the top rope for the finish, a spear in mid-air. Roman gets the win, smashes Rock, and earns his acknowledgement.
After the match, Rock tries to lift up Roman's arm with his good shoulder, but Roman punches him in the eye for trying to steal his moment. He yells, "ACKNOWLEDGE ME!" WrestleMania ends with Roman standing over Rock's limp body, title in hand and a piece of Rock's eyebrow in his knuckle.
Rock doesn't acknowledge WWE for another seven years afterwards.

Id have Rocks mom in the Crowd like she was for Wrestlemania a couple weeks ago. Roman Wins his match against whoever let’s say McIntyre N afterwards daps up the Fam in the front row but notices Rocks Mom not showing Love

Reigns is pissed af demands a match demands the Rock acknowledges him… the match can then be no holds barred or un sanctioned to Cover up the Rock gassing N being old N without the belts on the line people would have doubt about who would win the match.

You dont start that one out as a confrontation. You have Rocky actually out there big upping his fam, they eventually somebody says something that rubs Roman’s ego the wrong way, then he sucker Superman punches him way later in the promo. Have his steaming on camera quiet in the mean time

Roman’s ego gets out of line. It starts after the Usos lose the tag straps around Survivor Series and he loses his shyt on them. Then run through all the old heads. Spear Rikishi through some shyt backstage and put him in the hospital. Do some physical shyt with Uncle Afa and even his pops. They tease a physical confrontation with Roman and ATA. Rock run in.
I think you're right. This is gonna have all eyes on WWE, tons of casual fans that don't usually watch will be tuning in to this feud, and I don't think Rock coming back to wrestling after 9 years because he can't stand Roman calling himself the tribal chief is gonna really connect like that. "I had to come back to confront you about calling yourself the tribal chief brother! brother at Wrestlemania we're gonna find out who really is the tribal chief of the family in that ring!" I don't see it.
Have Rock come back for a cooperative angle with Roman for a few weeks or a month, they'll know the turn's coming but fukk it. Have Roman turn on Rock, not a brutal beating at first, but still a clear turn. Week 2 of the turn, have Roman say he's tougher than Rock, and he didn't luck up and get the Hollywood break at the right time yet but he's better than Rock ever was, but he's still in Rock's shadow. And that once he beats his ass and retires him at Mania, everybody's gonna change how they look at both guys. Have Rock act disappointed and reluctant for a few weeks, say he's not gonna fight the family, say he wants a big match with someone else at Mania (Brock, Drew, etc). Then Roman does something unforgivable, or just beats Rock bloody and then Rock finally fires up and sees red.

I think Roman is gonna be a face by WrestleMania next year. Bring back Hollywood Rock for the Hollywood Mania and have him hold his success and fame over Roman, big time the whole family, shamelessly promote all his ventures. Basically "otherize" himself from the dynasty. Then the story becomes about who will define the Somoan dynasty in wrestling, the legend who no longer has reverence for it, or the Tribal Chief.
