A lot of it's tied to racism and playing to the suburb biases. Like for example in Atlanta we can't expand Marta too far west or North due to the communities always saying no (they don't want the ******s from the east, south and city infiltrating their neighborhoods. It lead to the bs we have as a transportation situation, but also has led to high latino populations showing up in their communities further causing them to deny easier transportation routes (because now you don't want the dirty mexicans being able to function properly in your communities and keep those ******s out)
