How is Cris Carter not in the Hall yet?

It's hard for receivers to get in quickly without a ring or a signature game or moment. Moss is a first ballot HOF without a ring. I don't remember too many teams claiming that they had to make sure they stopped Carter.
I've said this before, but he's not in b/c he ran his mouth too much when he didn't get in back in '08.
He went on Mike Irvins ESPN Dallas radio show and went off on the committee.
