I would like to do the following. Can you please provide me the links for what I need?

I have a Samsung Smart TV with USB ports.

I want to run an emulator on a USB device (or on a separate PC) on my TV to play NES, Genesis, and PS1 games.

I want to enable the use two of USB wireless controllers that would accommodate all three systems.

Thanks for your help!

What do I do? :ld:

A tiny PC perfectly capable of running a wide range of retro emulators via the RetroPi software. Small enough to be hidden anywhere. Connect to your TV via HDMI. Can use wired or wireless controllers.

You got several options,
  • get a cheap laptop with hdmi and use Retroarch/Launch/Etc, install some drivers for your controllers and you set.
  • Raspberry Pi 3/2 for 35ish, i'm sure you can get it for cheaper and set it up (there are numerous guides on this)
  • Amazon Fire TV or a third party device.
If you aren't on budget, I'd probably get a cheap laptop. So even if you decide, you want to play more systems than the ones that you mentioned (GBA,PSP,N64,maybe GC), you can.

If you are on budget, R-PI is a good option and it also play some of systems I mentioned above.
