Help a tech illiterate: Is there any way to transfer data from my old samsung phone?

So basically the life of my S7 has tragically ended

There is no way to switch the phone on and you cant reboot it. Its dead dead

I tried connecting the phone to my laptop but nothing happens.

Is there any way to transfer data like saved memos and images to a different phone or no?

Unless you have the data on removable media, or in the cloud, chances are no.

If the board is OK and its just power then I'm sure there's a way in possibility terms. I had a phone once that wouldn't function unless plugged in with the battery pins pressed. I forget which one, but an odd use case showing that if the board is OK you can get your data.
