yes and the title doesn't and is misleading. That way you could call any administrative activity in Gaza "Hamas". Hamas tax policy funds Hamas plumbing construction so Hamas water distribution can work!

I believe Mandela learned afrikaans in prison because he understood that either way, peace could only become a reality with the white south-africans boers. Language goes a very long way in conflicts (I'm Belgian, language issues are basically causing the end of the country).
