Guy said he'd charge me $20 to recover my IG account

My IG profile was hacked by a russian hacker, and i've been trying for two weeks to get it back, but IG has not responded to me. I went on reddit and this guy said he would do it for 20,and I can send it through paypal..he says his paypal account is verified and has a 3 year history on it, and if he isnt able to get my account back for me then he would refund me.

I want to do it but at the same time I dont wanna get scammed by him. Does this sound like ducktales from him, and does paypal punish scammers?

I dont mind doing that, but I just want my old profile back or closed because I have pictures of me with some of my old students on there...I dont want the hacker access to the old profile when it was pictures of children on it.

you can also give him 10 now and 10 when the job is finish , that way if it is a scam..you just lose 10 rather than 20.
Best case is to not lose any money at all tho lol.

yea im just a random ass nikka with 300 followers. they hack random profiles and then put up ads for fake ass raybans or some other counterfeit russian website where they try to get folks to buy stuff.

What method would he even use to recover it? I'm not sure how these accounts get hacked in the first place other than maybe using a script to run through possible passwords or some shyt.
