Game would be epic.
I just want a bigger Vice City with a fictional Fort Lauderdale added on, set in the 80s, RDR2s seriousness, believability and none of V's wacky action movie antics. Pretty much a love child of Vice City, RDR2 and IV.

Felt very Saints Row-y at times.This is the one thing I hope GTA VI has. One of the worst attributes of GTA V was the OTT humour that was constantly forced upon us. It was like they wanted the game to fall under some sort of comedy genre.
I get it, GTA games have always had that humour aspect, even RDR2 had this to a certain degree. But in GTA V it was way too much, didn't even feel like a Grand Theft Auto game at times.

Also people forget GTA 5 technically did have multiple cities. Chumash(Malibu), Davis(Compton) and Del Perro(Santa Monica) though all three were greatly reduced in size so much that they were seen as separate cities. So maybe we can see other Dade-county cities or Broward county cities.

I still think you can do Carcer City and make it central to a wider rust-belt, Midwest, GTA.
Carcer City = Chicago/Detroit/Cleveland
then sprinkle in some prarielands in between, a couple BIG ASS lakes and some smaller towns/cities in-between. I think it could work. Lots of boats/water, to account for the lack of mountains. Hell, you could throw the UP of Michigan in there if you wanted mountains in there too.
