I wouldnt criminalize the 419ers. Crime is rampant on poor due to circumstance. No excuse, but its rampant. Sadly, it become a form of survival.
But when there is an executive doing well in a company and they decide to steal, there is signal of a psychopath.
There is a psychopath when there is white collar crime. There should more papers written on white collar criminals.
