its definitely talking about a meditative state, but also talking about nature in general, including human nature..

imagine a rock that is in a stream...as the water glides by the rock, the water assumes the shape of the rock and then continues to glide by...that gentle stillness seen in the nature of the rock is very similar to a meditative state of mind as it encounters events in the universe..the universe and events will continue to glide by, but you, the still minded person of virtue that you are, will endure as a constant in the midst of change, allowing yourself to be an agent of change rather than a simpleton who merely reacts..

to a degree, but be careful because Tzu was an advocate of "going with the flow" (in simple terms) and not acting outside of the flow or "Tao". so too much action is bad and so is too little. as with everything else, balance is paramount...but control comes to the still mind :smoker:
