F.W. Murnau's "The Last Laugh" is really impressive. The camera movement is amazing considering that narrative film was in its infancy.

This but Nosferatu comes damn close

I was actually gonna say Nosferatu but I gave Metropolis a slight edge due to the amazing effects for its time. Battleship Potemkin is another one I like too.
