I'm not sure if you're being sarcastic but it's no secret that Ricans were allowed to say "Niqqa" around blacks because blacks knew that Ricans were of African descent, which manifested itself both phenotypically and culturally. Again, this is a North Eastern thing because Ricans and Blacks have been around each other in NYC since the early 1900s. The same dynamic would shift to other Latins of African descent in North East like Dominicans, Colombians, Cubans, Garfina-Hondurans etc..
To black people outside the North East though, that sh1t doesn't fly because to them, they have no long period of experiences around Ricans or any other Latinos
outside of maybe Mexicans, who they historically never given a pass to use that word until more recently with Nortenos who use it a lot.
