You talking JLo Latin American or Mariano Rivera Latin American? All those cactinos you see on the Latin American tv channels have probably the same or just a tad more African in them then you're average American Ofay
A lot Mexican or central Americans have more Indian/Asian in them than african hence the brown.
But afro Latinos got plenty African in them. Afterall Latino is nothing but a mixture of spanish, Indian, and African, or white/asain/black. Every Latino just has more or less from each race in there makeup.

Depends on country and region and the particular ethnic (or racial) group you’re looking at. Uruguay- damn near white, Peru - lots of indigenous, western Colombia- Black.
