for example, I get it we love Daniel Bryan but his first reign as wwe champion lasted two weeks and he had to give it. And his current title reign only been like 2 months, but he already top 25?
How the Miz and Del Rio ranked above JBL?
JBL had one long ass title reign that made all the kids mad.
And I don't remember Rey's title run but was it that bad to be ranked worse than Jinders?

Bryan’s first title run was a couple of minutes. He beat Cena clean then Orton cashed in the MitB after HHH turned on him. And yes they counted that. Bryan gets higher because of the WM win and his other reigns.
And Rey’s WWE reign lasted less than an hour because Cena came back and jobbed him out after he did a one night tournament.
All your cases make sense it’s just that the separated their World Title Reigns (big gold belt) from their WWE title reigns (company lineage). Looking at things from that POV, their list makes sense, like the number of Orton reigns and the fact he unified the titles.
