There are reasons though...look up the private prison industry. These types of prisons depend on a large prison population to thrive, and actively lobby Congress (and other politicians) to avoid making laws that would reduce the number of people arrested or sentenced to prison. It's pretty damn ridiculous.

The private prison lobby is why we have all of these draconian mandatory minimum laws. They bought off Congress in order to increase the flow of warm bodies into the system.
