nah CN had some piff like Flapjjack and Chowder, maybe 90's CN could compete Dexter, Cartoon Cartoons, Courage, Johnny Bravo, PP Girls,Space Ghost Coast to Coast, and Cow and Chicken all came out late 90's.

Current CN is better than 00s CN too with Regular Show, Adventure Time, and Gumball. Steve Universe is ok sometimes. I can't get into Uncle Grandpa or Clarence though those shows give off a real homo vibe.
