It seems like most of the West Coast rappers add a few Spanish words in their songs or even full out entire verses in Spanish. Also, I read this article online recently that showed a black local councilwoman who spoke Spanish fluently. Do any of the average black person there would understand the language a little bit ?
Do black people from California tend Spanish fluently or at least decently?

No but we can pick out a few words. For me when I was in first grade we had a Mexican lady teaching us Spanish for about half an hour per day. It's a shame that's not done anymore.

Yeah we are more likely to know how to speak it on a decent level and understand it pretty well. I ain't fluent but I could def get by in South America if need be
