Guilt implies personal responsibility. If you had no control over it, or no influence over the outcome of said situation, then it isn't your fault. You are not responsible.
Still -- in the context of white guilt -- some contended that white ppl, today, are still benefiting off wrongdoings done to blacks in the past, thus, on some level, they're guilty(collective guilt). However, the problem with this logic is that there is no limit on how far you can go when applying it, that's why I feel like it's more rational to place guilt on the ppl/person directly responsible for a action.
