did they ever explain Jazz's background on Fresh Prince?

I'm drawing a blank right now, but I can't remember off the top of my head if they ever did.

It's like Will moved from Philly and immediately became best friends with Jazz who was already in Cali.

Just as a real-life fan, we know they're both really from Philly, so I guess in a way I never questioned it on the show. But I don't recall any other explanation on the show itself.
