The elite, interested class in this country has done a particularly good job with keep the general populous sated through various forms of entertainment and vice. Soma through the airwaves and on TV.

They have drugs, food, the internet, and other forms of entertainment, like strip clubs, porn, including easy access to sex. There is less housing with lead paint that was associated with crime. If you look at high crime areas, they tend to have old houses which means the lead may be high, which effect the mental development of children. Plus the law is on top of their game, so you can't get off as easy as people did back then. They can prove their case much easier now. Basically, only a select few are commiting crimes, at least street crimes.
