It was already established earlier in the episode that torres isn't wise, he's passionate about helping others and a hero that jumps to save people even when it doesn't make sense. Matt used that as a point in his trial when he revealed his identity. They also used the interviews to illustrate just how unsafe civilians feel.If that was indeed the goal the problem is in the set up. Again the character should be seasoned after years of being a vigilante. Going out in public like that under the circumstances was not wise and therefore rang untrue. He was just walking down streets unprotected and exposed. There are ways you can depict what you indicated without sacrificing the integrity of the character.
Naturally a passionate hero like that after beating a case is eager to get back in the streets and get to work, regardless of the danger.
You don't gotta like it, but there's enough in the narrative to support the ending.
