I guess it was more people looking to enroll than they were anticipating. One way you can say they failed maintain services for people but enrollment is looking to be really high right now. Gotta take the good with the bad when a nationwide program like this is being enacted.

I'm just checked em out real quick but they were cheaper than I thought.

I'm 28, non smoker, and the Silver package was like $104 a month. I was counting on just getting a Bronze or whatever the lowest one is but I thought that was really reasonable.
