Consolidating power in majority black cities

What are some ideas on consolidating economic and political power in majority black cities?

By this, I mean a concerted effort to control political and economic goings-on of major cities in the USA that have majority black populations. A few examples being Philadelphia, Detroit, Birmingham, Atlanta, Memphis, etc.

One example being the removal of the "minority" tag from blacks in such cities as they are the majority population. This would mean that major contracts and tax breaks would go to black-owned companies. While non-blacks would be relegated to minority set asides. Which would redistribute monies drastically. Shout out to Dr. Claude Anderson who mentioned this as an opportunity for a city like Detroit in a lecture or two.

I imagine black hubs throughout the country. These cities would become black meccas as their city limits would denote direct economic and political favoritism for black businesses. This would mean that blacks in the city and vicinity would focus their energy within the city limits since that is where they have the population advantage and would receive kick backs from the city government to maintain such autonomy.

Any ideas?
