Its not honoring that f8 button...
reboot and press (F8) repeatedly, don't stop until it gives you the safe mode option.

cut the power when the windows logo is coming up with the loading bar and black background then turn it back on
if you cut it before windows was loaded it should ask you if you wanna boot in safe mode

its should be f8 but thats not always the case with some bios
it appears you're correct. Asus uses F8 to activate boot menu, but AFTER selecting the HD, you must continue pressing F8 to reach safe mode prompt.
