the thing is, while Tony is brilliant, he isnt as intelligent as Hank Pym....

and plus Ultron is an important aspect of Pym's character..it was his brain waves that he inserted into Ultron that caused him to go insane

It makes sense based on all we have seen from the MCU so far.
Having to introduce Hank Pym and have him create an evil robot all in the same film would have less emotional weight than to have Stark be responsible for it.

this....everything has and will continue to revolve around tony in the movie universe...so having tony create him isn't surprising....
