They actually deserve a tax. Like a 1-2% increase on all property taxes should go to all federally recognized tribes in perpetuity. They should should be able to tax like the state/federal government.
Aframs should get a package that accounts for 400 years of disenfranchisement including one monetary payout in conjunction with easier access to capital, educational discounts, discounts related to homeownership, etc.
