Let's say 5 or so hours ago I spilled boiling hot water on my foot by accident.

The wound is no bigger than an inch and doesn't "hurt" so much as sting a bit. It hasn't started blistering yet but the area is pretty moist. The spot is no bigger than an inch long/wide.

Is that a bad thing? I've heard people say that when they get burned it starts to blister within half hour. Idk if I should see a doctor yet.

Yea. I burn myself every time I step foot in the kitchen, and I've realized that lip balm actually works to take that sting away.

People here gonna make you end up with a scar.

Wrap ice in a cloth and keep it on the wound. That helps prevent blistering. After that go to the store tomorrow and get neosporin to prevent infection. Either that or antiseptic burn cream. Keep lotion and vaseline away. If it does blister you really shouldn't pop it.
