bs scare tactic propaganda. if ny crime rate increases it won't be because scratch n sniff was ruled unconstitutional. it will be a concerted effort by the local pd to let crime increase so they can say "we told you so". they'll either turn a blind eye to crime in some areas and/or manipulate the stats to their benefit. do not trust these people.
