Prior to the war and all through the 1800s Germans were settling the land anglos didn't want in the Midwest(which was the border to Spain/French territories at the time). So you will find a bunch of germans settled in places like Ohio or Wisconsin. And during the industrial revolution, Germans were also used as cheap labor along with Italians and Irish.
And after their defeat in WW1 many came here as refugees too because of the earlier Germans that I mentioned setting up a base for them
The Germans Charleston are talking about were the cream of the crop after Berlin fell in ww2. Think of your astrophysicts or nuclear chemists or nerve-agent doctors or mathematicians. The talented tenth. It was just a few people brought in as the spoils of war, and this contingent isn't related to the larger German population in America
