Anyone in command of a ship is called Captain.

Therefore, if Commander Crunch is in charge of that ship, he is its captain, and he is addressed as such by his crew. Even an lowly butter bar or JG is called captain if they are given command of a ship, for instance, if it is taken as a prize, and the Lieutenant is sent over to command it.

Usually the Captain on all U.S. Navy warship are Commander. Though they hold the title Commander, they are still refer as the Captain by the crew.
