Can you code an App for a Smart phone?

Does anyone here have this know how? I'm looking for someone who knows how to code well enough to help push an app out to the google marketplace.

I have 3 legit investors and a solid idea, i'm just trying to get some info on coding and such for something like this. It would involve using your camera to scan certain things assign numbers to those things, check those things against a database, calculate a number or two and provide a "yes/no" type of answer.

Anyone capable of doing this or know where i might be able to find someone?

I've seen similar apps do something like this using barcodes, and comparing prices both online and in the immediate area, it's sorta like that...but also nothing like that. The concept is the same though.
