I'm not sure if the war on terror is a choice we can make.
I think they're false equivalencies...Doesn't matter. We are in it now, but just like poverty and drugs we aren't fighting a sovereign nation. We are fighting a condition/action/idea. The only way to get close to winning is genocide and doing that would destroy America.

Doesn't the world need population control?
You can win a war against an army, but against a concept that's different. Something that is a issue with humanity takes more than a military loss to get rid of.
You can't win a war against:
1. An idea;
2. Shiftable goal posts of the definition of Terrorism;
3. An enemy that has no face;
It will go on until there's a complete lockdown against being able to commit any sort of act of violence in public. You can't do that. You can't stop a guy walking into a public area with a concealed knife/gun and going crazy.
The only way you can do this is if you lock everything down into a Demolition Man-type scenario with x-ray cameras, everyone monitored and movements/purchases traced at all times. You can't have cash, either. You'd have to make every transaction traceable and digital.
For example, in this hypothetical monitored society. A man tries to buy, let's say, the ingredients to make a bomb. Every item he buys individually over a course of time is registered to his unique ID in a database. When certain suspicious items cluster, extra special attention is paid to this person. And a search of their domicile is performed.
Full lazer, infra-red, x-ray scan, like in Deus Ex. Or they could send in insect droids.
It's the only way it can be effective stopped. But are people willing to go that far?
