I think it is a social commentary on the economic system in the U.S. and on American morality. Snot Boogie was stealing, but that's part of the game.
Exactly. David Simon is an anti-capitalist and the entire show is a criticism of how capitalism has created these conditions for all involved.

That's the point. That's what his man is saying: We'd beat his ass but we'd never take it this far to kill him. Then you have dudes like Marlo who don't want anyone to win but themselves. And if you even think of trying to get some shine, then you're dead. The Wire is a nice allegory for America and how we work as a society from a political level and a socioeconomic level

Marlo was also seen as a break down of the system they had in place. Dude was just a rogue. Even Weebay was in jail talking about how bad things had gotten.
