Can producers "cover" songs

so I was on YouTube and saw a lex Luger vid of him making a beat and I was like hell ya I like the sound of that so I decided to remake it and I posted it on my soundcloud but in the description I said a beat remake that I did or something along those lines but to the point I was hitting up rappers on Twitter to try and link up and I told this one dude and he said u didn't make that beat that's a @lexluger beat and didn't even listen to any of my other beats but I was wondering if covering other people's beats is ok or is it frowned upon?

It's oke. If you can improve the original version.
I've sampled songs that where sampled before cause i felt like i could do it better sometimes.

There are actually a few producers who came up remaking instrumentals and posting them to Youtube. Rick Hertz actually is one producer that did this and eventually it lead to placements with Tyga, and Chris Brown.
