Can anyone help me find the name of this game?

For the NES, ti was an arcade shooter, no split screen but could be played with two players. Red and Blue colored players. I remember there was like guys that would come out of buildings and you shot them or they would pop up from windows. I don’t think the game moved at all, i think it was just static levels.

When you won you would dance off to the next destination
