Also, I noticed this play long ago. It is not just done in government, it is done in the private sector too, in commercials, and advertisements about an uncomfortable subject that is embarrasing. They will a lot of times have a Black person be the face of the issue.
It is a convenient propaganda tool, that projects to the world an image of our people being the face of what is negative, and WS uses it no matter which side it professes to be on in the political specturm.
