Yeah it's icon, same imprint brubraker was releasing criminal on before moving to Image. Creator's own all rights to books in the Icon line, current series by Millar is being made into a movie as well.

Scarelt is creator owned just like Powers. If Bendis wanted to he could take it to any other publisher and have them put it out for him. Its not an official Marvel property in any way.
