Adobe premier/video editing isn't something you want to do on a budget laptop like those.
The type of video you're editing will also be important to determine the type of machine you should get.
If you are just working with 720p/1080p video you could get away with something on the lower price side.
Even for that, I wouldn't bother with a dual core machine.
You're going to need as much ram as you can afford, and I would go with a quad core processor.
The thing is, you could technically throw adobe premier on a garbage laptop, but your editing experience is going to be terrible.

At the very minimum get something with a 7th gen Core i5 and at least a 940MX GPU.

Aim for an 8th gen + MX150/940MX if you can. It's better to get something refurbished/used instead of those AMD budget laptops.

These come directly from Acer and will look like new:
Refurbished: Acer Laptop Aspire 5 A515-51G-503E Intel Core i5 8th Gen 8250U (1.60 GHz) 8 GB Memory 256 GB SSD NVIDIA GeForce MX150 15.6" Windows 10 Home 64-Bit - Newegg.com

Screen isn't all that great, but the performance is solid.

Brand New is not that much more:
Acer Laptop Aspire 5 A515-51G-5504 Intel Core i5 8th Gen 8250U (1.60 GHz) 8 GB Memory 256 GB SSD NVIDIA GeForce MX150 15.6" Windows 10 Home 64-Bit Newegg Exclusive - Newegg.com

sorry I should have mentioned they will be using it for very BASIC video editing, literally putting clips together. no after effects or anything of that nature

is this not overkill for basic video editing? If not then this looks perfect.

Then you might not even adobe premier at all then.
That program is a beast and to run smoothly, it needs a powerful computer.
Is windows movie maker still a thing? There might even be some free options out there to meet your needs.

Great point, I wish Microsoft had a iMovie version

Yo I need hella free Adobe premier plugins. I thought you would be able to just search and find free ones but apparently it’s not as easy to find as music stuff like vst’s and sound kits. I’m just trying to get a lot of dope transitions and video effects cause I’m trying to teach myself this shyt, but I’m not about to be paying for all these plugins
